About the EUDR HS Code and Country Risk Lookup

Check whether an HS/CN code or product is in Annex I of the EU Deforestation Regulation (EUDR), and under which commodity, or look up the risk tier the EU gives a country of production. In English, Spanish, French, German or Italian, from the official texts.

How it works

  1. Type an HS or CN code, a product or a country, in English, Spanish, French, German or Italian, or pick one of the examples.
  2. For a code or product, it shows the Annex I entries it falls under, their commodity and official wording, and whether only part of the code (“ex”) is covered or coverage starts later.
  3. For a country, it shows the EU risk tier and how many operators the authorities must check each year. Share the page link to show someone the same result.

Input and output

Input
An HS or CN code (such as 1511 or 1511 10 90), a product name (such as cocoa butter or Kakaobutter) or a country (such as Côte d’Ivoire).
Output
The Annex I entries the code or product falls under, with their commodity, official wording and start date, codes removed from Annex I, and a country’s risk tier with the share of operators the authorities check.

Example

Input

1511 10 90, then Côte d'Ivoire

Output

1511 10 90 falls under ex 1511 · Oil palm · Palm oil and its fractions, whether or not refined, but not chemically modified
Côte d’Ivoire: Standard risk · authorities check at least 3% of the operators, and of the larger (non-SME) traders and downstream operators, handling products from the country

Limits

  • It is guidance from the official texts, not legal advice or a compliance verdict.
  • A product in Annex I needs a due diligence statement, or a one-off simplified declaration from a micro or small primary operator in a low risk country (Article 4a). A product outside Annex I is not covered by the EUDR, even if it contains one of the seven commodities.
  • A country’s risk tier says nothing about a specific plot or supplier, or whether it is deforestation-free.
  • Codes follow the EU Combined Nomenclature (CN) as printed in Annex I; it does not translate other countries’ national tariff codes.
  • The lists are as amended up to Delegated Regulation (EU) 2026/2102 and the benchmarking of May 2025; later changes appear once the page is updated.

Questions

Which HS codes are covered by the EUDR?

The products listed in Annex I of Regulation (EU) 2023/1115: 93 HS/CN codes across cattle, cocoa, coffee, oil palm, rubber, soya and wood, as amended in 2024, 2025 and 2026. Some are “ex” codes, where only the products described are covered. Delegated Regulation (EU) 2026/2102 removed leather, soya beans for sowing, used and retreaded tyres and vehicle and aircraft seats, and adds 18 products, such as soluble coffee and palm oleochemicals, from 30 December 2027. Type a code into the lookup to see where it falls.

What are the EUDR country risk tiers?

Implementing Regulation (EU) 2025/1093 lists 140 low risk countries and 4 high risk countries: Belarus, North Korea, Myanmar and Russia. Every other country is standard risk. Each year, authorities check at least 1% of the operators (and larger traders) handling products from low risk countries, 3% from standard risk and 9% from high risk. Operators who establish, after checking their supply chain for mixing and circumvention, that everything was produced in low risk countries can use simplified due diligence (Article 13).

Does a low risk country mean my product is compliant?

No. The tier is for the whole country. Operators still collect the information of Article 9, including the geolocation of every plot (a micro or small primary operator in a low risk country may give a postal address in its simplified declaration instead, Article 4a), and must assess the risk if they learn of anything pointing to deforestation or illegal production.

Is “Zolltarifnummer” the same as an HS code?

The German Zolltarifnummer is the EU Combined Nomenclature (CN) code, whose first six digits are the international HS code. Annex I lists codes at 2, 4, 6 or 8 digits; the lookup reads any of them, with or without spaces or dots.
